Unfortunately we do not offer any tow bar base plates for the 1973 International Scout II. I double-checked with Roadmaster and they do not offer base plates for your vehicle.
An option we can offer is a tow dolly such as the Roadmaster # RM-2050-1. You will need to check your owners manual (or with an International dealer) to confirm whether your vehicle can be towed rear-wheels-down.
